Ian is a former Assistant Arizona Attorney General (1971-1981), served as Chief Counsel of the Tax Division of the Arizona Attorney General’s Office (1981-1990), and has been in private practice since 1991.
Over his career, he has lectured widely at continuing legal education seminars and symposia on matters of state, local and Indian tribal taxation, issues of Indian law and general jurisdiction and, in particular, on matters relating to Indian gaming, both in Arizona and nationwide.
Ian has litigated and argued cases involving tax, Indian law and constitutional issues in all courts of record in Arizona, in the U.S. District Court for the District of Arizona, in the U.S. Court of Appeals for the Ninth Circuit and before the United States Supreme Court. In addition, he has represented numerous clients seeking recoveries under protocols of the United Nations Compensation Commission, the U.S. Department of State and the U.S. Foreign Claims Settlement Commission for losses and damages suffered as a result of the 1990 invasion of Kuwait by Iraq.
When Ian has a moment to himself, you might find him engaging in anything related to bluegrass music, including strumming his banjo to his grandchildren, in addition to cheering them on in their often all-day sporting activities. He is also an avid star-gazer who engages in astronomy and science.
